The 24-year-old, who has netted 18 goals for the Linnets so far this season, has agreed to join the Pilgrims after successful talks with manager Graham Drury.
United lodged an official seven-day approach for the highly-rated wing wizard and Drury was delighted to land his man after extensive talks.
Drury told bufc.co.uk: "Steve is direct and quick and has scored 18 goals from wide this season.
"He is stepping up two levels and perhaps it is a gamble, but we are not scoring enough goals from other areas of the field so if he hits the ground running, he could well benefit us in that respect.
"Steve is potentially a player who may need time to get-to-grips with the pace of this level, but he is definitely worth a shot.
"If it pays off, this could be a great move for both parties as he has the determination to play higher and do well.
"He is someone who seems to lift a crowd when he gets the ball as he likes to run at players.
"I am pleased to get him and I would like to thank King's Lynn Town and manager Gary Setchell in particular for all his help and support for the lad to try and play a higher standard of football."
